Amends Section 54957.5 of the Government Code to allow local agencies to post agenda-related writings on their internet website instead of maintaining a physical office location for public inspection, provided specific conditions are met.

Requires an initial staff report or executive summary to be available at a physical location at least 72 hours before the meeting if the agency chooses the website option.

Mandates local agencies list the website address on meeting agendas and make physical copies available during the next regular business hours (if at least 24 hours before the meeting) when posting documents online.

Maintains existing requirements that writings distributed less than 72 hours before meetings must be made available for public inspection, either at a designated office location or via the website with the conditions listed above.

Includes legislative findings affirming that these changes further California Constitution Article I, Section 3 requirements regarding public access to local government meetings and documents.
