Establishes the Food Support Pilot Program under the Student Aid Commission to provide food support grants of $2,808 per year to students who submit a California Dream Act application.

Requires students to meet eligibility criteria including demonstrated financial need (expected family contribution at or below Federal Pell Grant levels), enrollment at a qualifying public postsecondary institution in at least a two-year undergraduate program, part-time or full-time enrollment, and good academic standing.

Allows grants to be renewed for up to two years (for associate degrees) or four years (for undergraduate programs) if students continue to meet eligibility requirements, with awards allocated on a semester or quarterly basis.

Requires the Student Aid Commission to conduct biennial student surveys assessing grant usage, institutional aid reductions, administrative barriers, and program improvements, with reports to the Legislature due January 1, 2026 and January 1, 2028.

Program becomes operative only upon legislative appropriation of funds and remains in effect until May 1, 2028, when it becomes inoperative and is repealed January 1, 2029.
