Removes the funding limitation and requires continuous operation of the California State Child Death Review Council to oversee statewide coordination of efforts to address fatal child abuse or neglect.

Changes the biannual report requirement from annual to every two years, with permission to submit the report in electronic format.

Transfers responsibility for developing standardized definitions, investigation protocols, and related programs from the Office of Emergency Services to the California State Child Death Review Council, in coordination with other state departments.

Removes references to the State Department of Health Care Services from the council's composition and data-sharing requirements.

Requires law enforcement and child welfare agencies to cross-report all suspected child abuse or neglect-related deaths and maintain records in the Child Welfare Services/Case Management System regardless of whether surviving siblings exist.
