Requires resources to support grid reliability, reduce peak electrical demand, or provide backup power during outages, with emphasis on critical facilities like schools and community centers.

Prohibits combined incentive payments from multiple state programs exceeding the total cost of the resource, and requires most construction funded under the program to comply with prevailing wage requirements.
