Delays background check requirement for youth service organizations that did not require checks prior to January 1, 2022, until January 1, 2024.

Exempts one-to-one mentoring organizations from the requirement to have at least 2 mandated reporters present during all contact with children if they implement comprehensive volunteer screening, volunteer and parent training, regular contact monitoring, and external abuse reporting policies.

Maintains existing requirements for all youth service organizations to provide child abuse and neglect training and develop abuse prevention policies with external reporting procedures.

Takes effect immediately as an urgency statute to address liability concerns for nonprofit mentoring organizations.
