Establishes the California Regional Initiative for Social Enterprises Program under the Government Operations Agency upon legislative appropriation to provide grants and technical assistance to employment social enterprises.

Directs the agency to award grants to small business technical assistance centers to expand their capacity to consult and train employment social enterprises, and to administer subgrants to employment social enterprises of up to $250,000 annually.

Requires applicant small business technical assistance centers to document at least one private funding source with similar intent, request funding greater than $500,000, and demonstrate ability to connect state and local agencies serving high-barrier populations.

Establishes selection criteria for employment social enterprises receiving subgrants, prioritizing those in the Inland Empire and Central Valley regions, led by people of color, or led by individuals with lived experience of incarceration, homelessness, or substance misuse.

Requires small business technical assistance centers to submit periodic performance reports tracking the number of enterprises assisted, funds awarded, jobs created, employee demographics, and narrative descriptions of system collaboration and fund usage.
