State Air Resources Board must recognize renewable natural gas or biogas as a method to generate Low Carbon Fuel Standard credits by January 1, 2024, if it directly reduces methane emissions in the state and displaces existing natural gas use while reducing fuel carbon intensity.

Companies may use renewable natural gas or biogas delivered via common carrier pipeline to generate Low Carbon Fuel Standard credits.

When renewable natural gas or biogas is used at crude oil production facilities via common carrier pipeline to reduce fuel carbon intensity, credits shall be generated under the Low Carbon Fuel Standard's innovative crude provisions.

Credits generated under this section are restricted for use only by sources within California.
