Prohibits higher education institutions and the Student Aid Commission from performing more than one verification to establish state financial aid eligibility per student per institution, except under specified circumstances.

Allows institutions or the commission to verify student enrollment and grade point average internally for purposes of confirming eligibility under existing state financial aid program requirements.

Permits an additional financial verification if a student has a break in enrollment of more than one year at an institution or if the student transfers to a different institution.
