Establishes minimum crowd safety standards for large outdoor events (more than 10,000 estimated daily attendees in nonpermanent venues) that local authorities must adopt.

Requires promoters to prepare an event operations plan addressing event overview, site plans, security, crowd management, medical services, and emergency procedures before receiving a permit.

Authorizes local authorities to charge promoters reasonable fees for reviewing and approving event operations plans and to issue permits upon satisfactory plan completion.

Exempts events at California fairs with adopted Department of Food and Agriculture policies, regulated boxing/combat sports events, and annual agricultural fairs from these requirements.

Permits local authorities to adopt additional or more stringent crowd safety requirements beyond the minimum standards established by this act.
