Extends the Board of Registered Nursing's authority and provisions from January 1, 2023 to January 1, 2027, and authorizes each appointing authority (rather than only the Governor) to remove board members for cause.

Authorizes nurse practitioners to perform provider-performed microscopy procedures, dispense and furnish contraceptives and drugs, and apply topical medications under CLIA standards.

Creates a Nursing Education and Workforce Advisory Committee within the board to study nursing education standards, simulated clinical experiences, and workforce solutions, with specified membership representation from education programs, practitioners, employers, and unions.

Establishes a minimum 500 direct patient care clinical hours requirement for approved nursing programs and prohibits nursing schools from paying clinical agencies or facilities for student clinical experience placements.

Requires nurse practitioners practicing outside specified settings to obtain a furnishing number from the board and revises consultation requirements with physicians, including when patients are acutely decompensating.
