Renames the "Naturopathic Medicine Committee" to the "California Board of Naturopathic Medicine" and relocates it from the Osteopathic Medical Board to the Department of Consumer Affairs, with all references to the previous names now referring to the new board.

Expands the definition of "immediate family" for conflict-of-interest purposes to include domestic partners and domestic partners of board members' children, in addition to spouses, parents, and children.

Grants each appointing authority the power to remove board members for continued neglect of duties, incompetence, or unprofessional conduct, and requires the board to employ a full-time enforcement staff position under the executive officer's direction.

Authorizes the board to require applicants to pass NPLEX elective examinations relevant to their scope of practice in California and adds the North American Naturopathic Continuing Education Accreditation Council as an approved source for continuing education credits.

Includes the American Naturopathic Obstetricians examination as an acceptable examination for naturopathic childbirth attendance certification and extends the chapter's operation until January 1, 2027.
