Extends the operation of the California Massage Therapy Council and the Massage Therapy Act until January 1, 2027 (previously set to expire January 1, 2023).

Modifies the requirement for one council-appointed attorney member to represent a city, county, or city and county (previously required only city representation).

Delays the operative date for the massage and bodywork competency assessment examination requirement from January 1, 2023 to January 1, 2027.

Grants the council discretion to award credit for comparable academic work completed by applicants at schools outside California or in countries outside the United States that do not meet council approval requirements.

Removes legislative language calling for subsequent consideration of creating a new state board and licensed professional category for massage therapy.
