State Air Resources Board must identify all sources of state funding available by January 1, 2024, to provide rebates and financial incentives for small passenger vessel owners to replace or upgrade vessels to comply with the 2022 amendments to the Commercial Harbor Craft Regulation.

By July 1, 2024, the state board must develop guidance for owners/operators to apply for existing funding sources and develop and implement programs to make potential funding sources available with application guidance.

"Small passenger vessel" is defined as a vessel registered with the Department of Fish and Wildlife pursuant to Section 7881 of the Fish and Game Code.

All funding sources identified and guidance materials must be made publicly available on the state board's internet website.
