Establishes the Cybersecurity Regional Alliances and Multistakeholder Partnerships Pilot Program within the California State University system to address the cybersecurity workforce gap.

Requires the CSU Chancellor's office to develop an application and selection process by March 1, 2023, and select any number of CSU campuses to participate in the pilot program.

Selected campuses must create pilot programs with goals and metrics, develop regional alliances and multistakeholder partnerships, and annually report impact and results to the Chancellor's office.

Requires the CSU Chancellor's office to submit annual reports to the Legislature on the impact and results of each selected campus's pilot program.

States that California has over 63,000 open cybersecurity positions and the country has over 500,000 openings, demonstrating need for a cybersecurity workforce pipeline.
