Requires the California Energy Commission to conduct a study on lower cost ownership and alternative financing mechanisms for new transmission facilities needed to meet the state's clean energy and climate targets.

Study must be conducted in consultation with the California Infrastructure and Economic Development Bank, the Governor's Office of Business and Economic Development, the Independent System Operator, and the Public Utilities Commission.

Study shall review options including public financing, public ownership, and partnerships with federal agencies.

Energy Commission must submit a report with findings and recommendations to the Governor and Legislature by September 30, 2023.

Provision automatically repeals on January 1, 2024.
