Expands the definition of "low-income communities" eligible for Broadband Public Housing Account funding to include farmworker housing, publicly supported housing developments, and other low-income housing developments or mobilehome parks.

Establishes a goal for the Broadband Public Housing Account to provide internet connectivity to all residents of publicly supported housing developments by December 31, 2025, and requires the Public Utilities Commission to prioritize grants and loans benefiting these developments.

Requires the Public Utilities Commission to include in its annual legislative report an update on progress toward achieving internet connectivity for all residents of publicly supported housing developments.

Removes provisions requiring the commission to simplify application processes and enable owners of publicly supported housing to submit a single application for multiple grant and loan programs.

Extends the statewide broadband access goal deadline from December 31, 2022, to December 31, 2032, allowing 98 percent of California households in each region to have broadband access.
