Requires recipients of state funding for publicly available electric vehicle charging stations to operate stations in compliance with reliability and reporting standards developed by the Energy Commission, effective for stations installed after July 1, 2023.

Directs the Energy Commission and Public Utilities Commission to develop excluded time criteria exempting charging station operators from reliability standards compliance during circumstances such as grid outages, vandalism, vehicle problems, and preventative maintenance.

Mandates the Energy Commission publish anonymized and aggregated compliance data in its statewide electric vehicle charging infrastructure assessments while protecting entity confidential information.

Requires a state board (in consultation with the California Integrated Travel Project) to develop a financial assistance program using reloadable payment cards for residents of low-income or disadvantaged communities to use electric vehicle charging stations, with eligibility criteria matching the Clean Cars 4 All Program.

Establishes legislative findings that confidentiality protections for charging station operator data are necessary to protect proprietary business information.
