Requires the district to prepare project scope and price documents, issue a request for qualifications, and evaluate bids using only criteria and procedures identified in procurement documents, with evaluation based on technical expertise, safety records, and price.

Mandates that contractors be prequalified or awarded contracts only if they commit to using a skilled and trained workforce for all work in apprenticeable building and construction trades, unless a project labor agreement is in place that covers all contractors and subcontractors.

Includes legislative findings that the Leroy Anderson Dam is at seismic risk and a breach could catastrophically flood areas extending 30+ miles to San Francisco Bay and 40+ miles to Monterey Bay, affecting major population centers including San Jose, Silicon Valley, and surrounding cities.

Declares this a special statute necessary for the Santa Clara Valley Water District and specifies no state reimbursement is required because costs result from creating new criminal penalties for perjury in bidder certifications.
