Grants qualified entities (tenants, nonprofits, community land trusts, limited-equity cooperatives, and resident organizations) a right of first refusal to match offers from other buyers if the owner rejects their offer.

Mandates that qualified entities purchasing properties retain existing tenancies, restrict rents to 80% of area median income, and provide tenants 18 months to purchase the property or improvements.

Requires property owners to record a certification of compliance at sale; failure to do so is an infraction punishable by fines up to $1,000 per unit per day of noncompliance.

Creates a private cause of action for enforcement with remedies including actual damages, additional damages of 10-30% of sale price based on violation severity, and attorneys' fees.
