CA AB2711

Authorizes the State Department of Social Services to inspect and copy juvenile case files for purposes of reviewing adoptions that parents petition to set aside due to child's pre-existing developmental disability or mental illness.

Allows department personnel to inspect and receive copies of adoption case files and juvenile case files to fulfill duties related to set-aside petitions under Family Code Section 9100 and tribal customary adoption reviews under Welfare and Institutions Code Section 366.26.

Amends Section 827 of the Welfare and Institutions Code to add department personnel as authorized individuals who may access juvenile case files for completing their statutory duties regarding adoption set-asides and tribal customary adoption matters.

Includes conditional operative language coordinating with Senate Bill 1071 to avoid conflicting amendments to Section 827, with Section 3.5 becoming operative only if both bills are enacted and AB 2711 is enacted after SB 1071.
