Requires transportation network companies to mandate participating drivers complete a safety course every 2 years at no cost to the driver, effective July 1, 2023.

Safety course must include training on road safety and defensive driving, distracted driving, passenger interactions and de-escalation, and vehicle inspection compliance.

Transportation network companies must compensate drivers for time spent completing the required safety course.

Requires vehicles to pass initial vehicle inspection and then every 12 months or 50,000 miles thereafter (whichever occurs first), with inspections performed by Bureau of Automotive Repair-licensed mechanics.

Creates no state reimbursement obligation because costs are limited to criminal statute changes under state law.
