Allows coroners or designees to attend organ recovery procedures if they cannot complete examinations beforehand; requires a licensed forensic pathologist to be present at recovery to deny or restrict any recovered parts.

Replaces detailed organ recovery protocol requirements with collaborative procurement protocols between coroners and procurement organizations that delineate information sharing and identify a 24/7 liaison with the coroner's office.

Limits coroners' ability to deny organ recovery to situations where a forensic pathologist present at recovery finds the part was involved in the cause of death (where disruption is required to diagnose cause or is part of fatal sequence).
