Removes asset and resource limitations from Medi-Cal eligibility requirements, effective when resource disregards are implemented under Section 14005.62(b)

Changes legislative intent language to focus only on income as an eligibility criterion, eliminating the requirement that applicants have limited assets that would jeopardize self-maintenance and security

Adds references to "California residents" in the statement of legislative intent for Medi-Cal health care access

Creates two versions of Section 14000: the current version remains in effect until implementation of resource disregards, then is replaced by a new version that omits asset-based eligibility language
