Increases civil penalty for engaging in commercial cannabis activity without a license from 3 times to 4 times the license fee amount, with each day of operation constituting a separate violation.

Allows the Department of Cannabis Control to waive all unpaid penalties if the unlicensed person submits payment equal to the original licensing fee and required documentation within 10 business days of penalty issuance.

Removes previous tiered penalty structure that imposed additional fines based on plant count (6-200 plants or over 200 plants) and per-unit fines for cannabis products, concentrates, biomass, and flower.

Maintains civil penalty caps for aiding and abetting unlicensed cannabis activity at up to 3 times the license fee, not to exceed $30,000 per violation.

Declares the act furthers the purposes and intent of Proposition 64 (Control, Regulate and Tax Adult Use of Marijuana Act), requiring a 2/3 vote for passage.
