Requires all newly purchased or contracted schoolbuses by school districts, county offices of education, and charter schools to be zero-emission vehicles effective January 1, 2035, where feasible.

Allows local educational agencies to request a one-time extension for up to 5 years if zero-emission buses cannot service a daily route due to terrain and route constraints, subject to State Air Resources Board approval.

Extends contract term limits for zero-emission schoolbus transportation from 5 years to 15 years for continuing contracts, and from 10 years to 20 years for lease or rental contracts with purchase or cancel options.

Effective January 1, 2023 for contracting provisions related to zero-emission vehicles.

Provides for state reimbursement to local agencies and school districts for costs mandated by the state pursuant to existing statutory procedures.
