Requires Scripps Institution of Oceanography at UC San Diego to conduct research on coastal cliff landslides, flooding, and erosion in Orange County, with completion by January 1, 2027

Research must include routine seasonal coastal mapping, real-time land deformation measurements at five specified locations (Crystal Cove State Beach, Cyprus Shore, Dana Point Headlands, Heisler Park/Main Beach, Treasure Island Park/Aliso County Park), and beach sand and wave condition measurements at seven locations

Scripps must submit a report to the Legislature by March 15, 2027 with recommendations for establishing advanced coastal cliff landslide, erosion, and inundation flood warning systems based on research findings

Exempts the Regents of the University of California and their employees from civil liability for harm resulting from measurements, predictions, or warnings in the report, except for damages caused by gross negligence or willful/wanton misconduct

Requires legislative appropriation of funds to implement the research program
