Maintains requirement for the racing association to consult with the California Tourism Commission when entering into agreements about fund expenditure for promoting the Breeders' Cup World Championship.

Requires a written report with parimutuel audit within 90 days after each Breeders' Cup World Championship event detailing how set-aside funds were used.

Allows the racing board to authorize parimutuel wagering on one nonthoroughbred race at the host venue on days when Breeders' Cup races are conducted, with wagering amounts treated as thoroughbred race wagers for distribution purposes.
