Requires community college district governing boards to publish schedules of courses and completion timeframes for all associate degrees and certificates on college and district websites by January 1, 2024, and annually thereafter.

Mandates districts submit annual reports to the Chancellor's Office by December 31 each year, with completion rates disaggregated by race, ethnicity, and economic status; Chancellor's Office must compile and submit reports to Legislature by March 31, 2024.

Requires districts to offer all required courses for each associate degree within two academic years and all certificate courses at least once within the timeframe for part-time student completion, effective January 1, 2024.

Allows districts to seek exceptions by holding a public hearing and submitting findings to the Chancellor's Office by May 1, 2024, if compliance is not practicable.

Designates this as a state-mandated local program requiring reimbursement pursuant to Government Code Section 17500 et seq. if the Commission on State Mandates determines costs are mandated by the state.
