Repeals the Department of Motor Vehicles requirement to suspend driving privileges for failure to appear in court or failure to pay fines, effective January 1, 2027, and terminates all such suspensions issued before that date.

Repeals court authorization and requirement to notify the DMV of violations of written promises to appear in court or lawfully granted continuances of promises to appear.

Changes driving without a valid license from a misdemeanor to an infraction for first and second violations, except for those with prior DUI-related suspensions or revocations.

Removes prohibitions on issuing or renewing driver's licenses based on failure to appear or failure to pay notifications currently required under former Sections 40509 and 40509.5.

Makes conforming changes to related Vehicle Code sections regarding license renewal eligibility, instructor licensing requirements, and collection of outstanding fines and penalties.
