Authorizes wireless broadband service providers to receive funding from the Broadband Infrastructure Grant Account and Federal Funding Account under the California Advanced Services Fund.

Requires the Public Utilities Commission to review Federal Funding Account applications within 180 days of the deadline, document reasons for denials, and allow denied applicants to amend and resubmit applications in future review periods.

Permits the commission to adopt affordability requirements for grant recipients from the Federal Funding Account.

Establishes that applications are deemed approved if the commission does not deny or extend the review period within 180 days of the application deadline.

Takes effect immediately as an urgency statute to expedite broadband deployment to unserved rural and urban communities.
