Department of Technology must develop a state digital equity plan by January 1, 2024, in consultation with the public, Public Utilities Commission, and California Broadband Council.

Plan must identify barriers to digital equity for underserved populations, including broadband availability and affordability, digital literacy, device accessibility, and cybersecurity awareness.

Plan must include measurable objectives for promoting digital equity and assess impacts on economic development, education, health, civic engagement, and essential services delivery.

Plan must describe collaboration strategies with community institutions, local governments, nonprofits, Native American tribes, internet service providers, and digital navigator programs.

Plan must assess existing digital navigator programs and recommend statewide strategies for digital navigators to serve underserved populations, including opportunities for covered populations to enter information technology careers.
