Establishes the Digital Equity Bill of Rights as state policy, guaranteeing residents the right to broadband that is sufficient, reliable, affordable, and ubiquitous across all geographic areas and income levels.

Requires the Public Utilities Commission to adopt rules by January 1, 2025 that prohibit discrimination in broadband access based on income level, race, ethnicity, color, religion, or national origin, and prevent deployment discrimination in service areas.

Directs the commission to develop model policies and best practices for local governments to prevent digital discrimination by broadband providers and to revise its complaint process to accept digital discrimination complaints.

Allows persons or entities to petition the state for relief on or after January 1, 2027 if the state fails to act in good faith to implement the Digital Equity Bill of Rights, with a rebuttable presumption of good faith if the Broadband for All Action Plan is fully implemented.

Provides that no state reimbursement to local agencies or school districts is required under the California Constitution because costs result from changes to criminal penalties.
