Requires the California Interagency Council on Homelessness to make non-exempt data from the Homeless Data Integration System publicly available by July 1, 2023 through either an application programming interface or machine-readable data files posted on their website.

Requires cities, counties, and city-counties to post hyperlinks on their internet websites to each of the United States Department of Housing and Urban Development's Annual Homelessness Assessment Reports.

Constitutes a state-mandated local program and provides that any costs determined by the Commission on State Mandates shall be reimbursed pursuant to existing statutory procedures.
