Authorizes the Santa Clara Valley Transportation Authority (VTA) to enter into job order contracts (indefinite-quantity contracts for repair, remodeling, or repetitive work) with lowest responsible and responsive bidders

Prohibits job order contracts for work protected by collective bargaining agreements and for new construction

Limits single job order contracts to $5,000,000 in the first 12-month term and $10,000,000 maximum across two additional 12-month extension or renewal periods

Requires job order contracts to be subject to the VTA's project labor agreement with the Santa Clara and San Benito Counties Building and Construction Trades Council unless otherwise exempted

Requires VTA to submit a report to the Legislature by January 1, 2027, on its use of job order contracting; the authorization expires and is repealed on January 1, 2028
