Grants investigatory powers to city attorneys in cities with populations exceeding 750,000 and county counsel in counties containing such cities to investigate violations of the Unfair Competition Law (UCL)

Authorizes these city attorneys and county counsel to issue subpoenas and exercise all powers of the Attorney General as a department head when they reasonably believe a UCL violation has occurred

Requires subpoena recipients who object to the request to serve written objections and meet and confer with the issuing city attorney or county counsel to attempt to resolve the objection

Permits subpoena recipients to petition superior court for an order quashing or modifying the subpoena if the parties cannot reach agreement after meeting and conferring
