California Health and Human Services Agency must create an ad hoc committee to study development of a real-time, internet-based system to display available beds in inpatient psychiatric facilities, crisis stabilization units, and residential mental health or substance abuse treatment facilities

System would be usable by hospitals, clinics, law enforcement, paramedics, EMTs, and other designated health care providers to access bed availability information

Goal is to facilitate identification and designation of available facilities for transferring and treating individuals experiencing mental health or substance use disorder crises

Committee may be formed either independently by the California Health and Human Services Agency or through the Governor's Behavioral Health Task Force
