Prohibits manufacturing, selling, delivering, holding, or offering for sale in California any cosmetic product containing intentionally added perfluoroalkyl and polyfluoroalkyl substances (PFAS) beginning January 1, 2025.

Defines "intentionally added PFAS" as PFAS chemicals that manufacturers add to products for functional or technical effect, and PFAS that are intentional breakdown products of added chemicals.

Defines "cosmetic product" as articles intended to be applied to the human body for cleansing, beautifying, promoting attractiveness, or altering appearance.

Establishes that PFAS are highly toxic, persistent chemicals linked to cancer, hormone disruption, kidney and liver damage, thyroid disease, and immune system damage, and have been found in the blood of 97 percent of Americans.

Notes the Legislature has previously banned PFAS in firefighting foams, paper-based food packaging, and certain children's products, and banned 13 specified PFAS substances in cosmetics in 2020.
