Peace officers making traffic or pedestrian stops must state the reason for the stop before questioning related to criminal investigations or traffic violations, effective January 1, 2024, unless withholding the reason is necessary to protect life or property from imminent threat.

Officers must document the reason for the stop on any citation or police report resulting from the stop, effective January 1, 2024.

Law enforcement agencies must include in annual reports to the Attorney General the reason given to the person stopped at the time of the stop, effective January 1, 2024.

The California Driver's Handbook must be updated to include information about peace officers' duty to disclose the reason for a stop at the earliest opportunity when the handbook is otherwise revised or reprinted, effective January 1, 2024.

If the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies shall be made pursuant to existing statutory procedures.
