Commencing with the 2023–24 fiscal year, expands the definition of "unduplicated pupils" in the local control funding formula to include pupils in the lowest performing subgroup or subgroups based on California Assessment of Student Performance and Progress (CAASPP) results in English language arts and mathematics.

Requires the Superintendent of Public Instruction to annually identify the lowest performing pupil subgroup or subgroups as those with the lowest percentage of pupils scoring in levels 3 and 4 on CAASPP assessments; uses 2019 assessment results for the 2023–24 fiscal year.

Allows school districts and charter schools to review and revise submitted data on pupils in lowest performing subgroups under timeframes established by the Superintendent.

Provides that identified lowest performing subgroups continue receiving supplemental funding until their performance meets or exceeds the highest performing subgroup statewide; excludes subgroups already receiving supplemental funding under other programs.

Implementation is contingent upon appropriation of funds in the annual Budget Act or other statute; includes technical amendments to incorporate changes proposed by Assembly Bill 185 or Senate Bill 185 if those bills are enacted.
