Exempts automobiles and recreational vehicles from California registration fees beginning January 1, 2027, for owners who annually verify to the Department of Motor Vehicles that they are homeless and using the vehicle as their residence.

Authorizes homeless services providers with knowledge of a person's housing status to verify that status on their behalf, including governmental or nonprofit agencies, licensed attorneys, state-funded health and social services providers, and law enforcement liaisons to homeless populations.

Defines "homeless" according to federal regulations in Title 24 of the Code of Federal Regulations Section 578.3, and "recreational vehicle" according to California Health and Safety Code Section 18010.

Requires the Department of Motor Vehicles to adopt regulations establishing eligibility determination procedures for the registration fee exemption.
