Requires beverage distributors selling wine or distilled spirits in aluminum containers to pay redemption payments to the Department of Resources Recycling and Recovery, with funds deposited in the California Beverage Container Recycling Fund.

Exempts distributors of wine and distilled spirits in aluminum containers from requirements to separately identify redemption payments on invoices, consistent with existing exemptions for beer and malt beverages.

Subjects redemption payments on wine and distilled spirits in aluminum containers to Section 25509 of the Business and Professions Code, making violations crimes under the Alcoholic Beverage Control Act.

Specifies that no local agency reimbursement is required under the California Constitution because any costs result from the creation of new crimes, which are exempt from reimbursement requirements.
