Amends Government Code Section 53398.54 to create an exception for the City of Selma regarding restrictions on enhanced infrastructure financing districts (EIFDs)

City of Selma may now initiate, participate in, govern, or finance an EIFD without receiving a formal finding of completion from its successor agency, which is normally required for cities that dissolved redevelopment agencies

City of Selma must still comply with three other existing requirements: certification regarding litigation of former redevelopment agency assets, completion of Controller's office review, and compliance with Controller's findings and orders

City of Selma must pay in full the amount outstanding specified in Health and Safety Code Section 34183.5 to the county auditor-controller for distribution to taxing entities

Legislature finds that Selma's unique financial circumstances and need to fund housing construction, social services centers, and climate resilience projects justify this special statute exception
