Requires producers of thermoform plastic containers (clamshells, cups, trays, etc.) to include minimum percentages of postconsumer recycled plastic: 10% by January 1, 2025; 20-25% by January 1, 2028; and 20-30% by July 1, 2030, with rates varying based on recycling rates for each resin type.

Exempts thermoform containers for dairy products, medical products, infant formula, and certain nutritional supplements, as well as containers for resin types with minimal annual sales in California.

Requires producers to register with the Department of Resources Recycling and Recovery, report annually on container sales and recycled plastic content under penalty of perjury, and maintain records for verification.

Imposes annual administrative penalties of $0.20 per pound ($1 per pound for expanded polystyrene) for noncompliance, with penalties deposited into a newly created Thermoform Recycling Enhancement Penalty Account for infrastructure support.

Grants antitrust exemptions for producers collaborating on collection and recycling standards while prohibiting agreements on pricing, production output, or geographic restrictions.
