AB 2787 Summary

• Bans the sale, distribution, or promotional offering of designated products containing intentionally added microplastics at concentrations of 0.01% weight by weight or greater, with effective dates varying by product type.

• Applies to rinse-off cosmetic products (January 1, 2027), leave-on cosmetic products (January 1, 2029), detergents (January 1, 2028), and waxes and polishes (January 1, 2028).

• Excludes prescription drugs and products where microplastics are contained by technical means throughout their lifecycle, permanently modified during use, or permanently incorporated into a solid matrix.

• Establishes civil penalties up to $2,500 per day for violations, enforceable by the Attorney General, district attorneys, city attorneys, or city prosecutors.

• Requires civil penalties collected to be paid to the office that brought the enforcement action.
