Repeals the January 1, 2023 sunset date, indefinitely extending design-build procurement authority for the Midpeninsula Regional Open Space District and the Santa Clara Valley Open-Space Authority.

Expands authorized purposes for design-build projects to include construction, restoration, and improvement of buildings, facilities, public access, recreation facilities, and nature-based infrastructure projects (habitat restoration, watershed improvements, etc.).

Grants the East Bay Regional Park District new authority to use the design-build process for the same categories of projects, with the same exemptions and procedures.

Exempts the Midpeninsula Regional Open Space District, Santa Clara Valley Open-Space Authority, and East Bay Regional Park District from the $1,000,000 minimum project threshold for design-build contracts.

Declares that no state reimbursement is required because the act only creates expanded perjury liability requirements related to design-build contractor certifications.
