State Air Resources Board shall conduct triennial evaluations of the market-based compliance mechanism to assess effectiveness in meeting greenhouse gas reduction goals set in the California Global Warming Solutions Act of 2006.

Board must adopt public banking metrics to track unused compliance instruments in public and private accounts on an annual basis, in consultation with the Independent Emissions Market Advisory Committee.

Board chairperson shall present evaluation results and any proposed regulatory revisions to the Joint Legislative Committee on Climate Change Policies and provide findings to appropriate legislative committees.

Board may revise regulations implementing the market-based compliance mechanism following the chairperson's legislative presentation to more effectively achieve greenhouse gas reduction goals and scoping plan objectives.
