Requires the Superintendent of Public Instruction to allocate one-time budget funds for professional development in school safety and climate improvement, including deescalation training, at schools serving transitional kindergarten through grade 12.

Distributes allocated funds to school districts, county offices of education, charter schools, and state special schools based on equal per-unit amounts of average daily attendance as reported for the 2019–20 fiscal year.

Schools must use funds for either professional development for staff in deescalation and conflict resolution methods or for purchasing associated training materials.

Requires deescalation trainings to incorporate developmentally informed and age-appropriate practices for each grade level served.

Defines deescalation training as evidence-based programs providing instruction in restorative justice, conflict resolution, community-based public safety, or nonviolent conflict resolution; funds are available for encumbrance through the 2025–26 fiscal year.
