Increases fines for hate crime convictions under Penal Code Section 422.6 from $5,000 to $7,500 and under Section 422.7 from $10,000 to $12,500.

Requires up to $2,500 of fines collected from hate crime convictions be placed in the Trial Court Trust Fund for funding racial or ethnic sensitivity classes and civil rights training programs.

Removes previous amendments that would have defined "bias motivation," "discriminatory selection," and expanded definitions of protected characteristics and "in whole or in part because of" language.

Applies increased fine structure and civil rights training fund requirements to violations under Section 422.6 (intimidation and interference with rights) and Section 422.7 (hate crimes with specified circumstances).
