Prohibits expulsion or suspension of children in state preschool programs, general childcare programs, and family childcare home education networks, except when a child presents a serious safety threat after documented attempts to maintain safe participation (up to 180 days).

Requires programs to notify parents of expulsion/suspension limitations at enrollment and provide written notice with at least 24 hours before action takes effect; parents may appeal to the department within 14 calendar days.

Mandates programs maintain records on expulsion and suspension incidents beginning July 1, 2030, with State Department of Education or Social Services to publish aggregate data disaggregated by student demographics (age, race, ethnicity, disability status, etc.) no later than January 1, 2031, and annually thereafter.

Expands definition and requirements for early childhood mental health consultation services, including requiring consultants to complete specified training within 30 days of hire and participate in at least 18 hours of continuing education annually.

Exempts licensed family childcare providers from suspension and expulsion restrictions until a joint labor-management committee makes recommendations for changes related to these practices; allows providers to appeal citations or civil penalties if demonstrating compliance with the new requirements.
