Expands the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program to include funding for development and deployment of zero- and near-zero-emission commercial harbor craft technologies.

Adds commercial harbor craft to eligible projects under the Clean Transportation Program, including programs to accelerate commercialization and retrofit fleets with fuel-efficient technologies.

Expands the Air Quality Improvement Program to include incentives for commercial harbor craft, including low- or zero-emission commercial harbor craft.

Clarifies that expenditures for purchasing zero-emission public transportation ferries are eligible under the Low Carbon Transit Operations Program if the purchase results in new or expanded waterborne transit service.
